 Kerala Academy for Skills Excellence (KASE), under Department of Labour, a Government of Kerala undertaking has established Indian Institute of Infrastructure & Construction (IIIC) at Chavara in Kollam District. KASE identified 93 year old Uralungal labour Contract Co-operative Society ULCCS as the skilling partner for offering Skill development programmes. The objective of IIIC is to conduct courses for the skill development of workers and managers in infrastructure and construction sectors. With its strong experience in the construction sector, ULCCS is ideally positioned to take the lead in transforming IIIC into a state-of-the-art skill institute. ULCCS has established a separate division namely UL Education to promote higher education, skill development, entrepreneurship and to improve employability with collaborators from across the globe. In India there is a growing awareness about the need for skill development. ULCCS intends to improve employability through appropriate skilling process with industry interface across the globe.

Opportunities in Skill development
National Policy for Skill Development and Entrepreneurship envisage that India is one of the youngest Nations in the world with more than 62% of its population in the working age group (15-59 years), and more than 54% of its total population below 25 years of age. To reap this demographic dividend which is expected to last for next 25 years, India needs to equip its workforce with employable skills and knowledge so that they can contribute substantively to the economic growth of the country.  It clearly substantiates the urgent need to improve the quantity and quality of skill development initiatives in the country.
Even though Kerala is a totally literate state huge skill gap exists among students, graduates and diploma holders. Hence, it is the need of the hour to set up a high-quality, world class skill development academy with the objective of providing skill-based training to the youth. The stakeholders will be of different levels of qualification as prescribed by National Occupational Standards (NOS).
Recent study reports done by Deloitte for National Skill Development Corporation (NSDC) reveals that population of Kerala is expected to increase to about 358 lakhs in 2022. As per the methodology adopted the estimated incremental manpower supply in Kerala from 2012 to 2022 will be about 31.2 lakhs.
Location & Facilities
 
Indian Institute of Infrastructure & Construction (IIIC) is being set up in a 9.025 acre campus with 1,86,389 sq.ftarea at Chavara, located by the side of the NH47, on Kollam – Karunagappally road. The first phase comprises of Administrative cum academic block having three training workshops of approx. 5000 Sq.ft each, 38 class rooms with workshops, computer labs, office rooms, Hostels,etc.
Indian Institute of Infrastructure and Construction is offering Technician, Supervisory, and managerial courses for the academic year 2018-19. During the first phase institute is offering six courses and internship programme for Civil engineering graduates. Students who completed Matriculate can join for Technician level courses, Diploma and ITI certificate holders can join for supervisory programmes and B.Tech graduates can join for managerial and graduateship programmes. All these skill development programmes facilitate employability in appropriate sectors. After completion of the programme campus placement will be assured to minimum 60 percent of students.All courses will have a batch strength of 40. All courses will have collaborations with institutions of repute within the country or abroad and appropriate industries. Of the programmes 80 percent will be practical oriented in nature.

Technician level courses
 
1.    Certificate in Painting & Finishing Works
The job role is responsible for executing complex decorative paint finishes on surfaces using general and spray paint techniques within specified time and tolerance.
Minimum educational qualification: Matriculate.
Experience: Experience in painting is desirable but not mandatory.
Course duration:6 months
Course fee: Rs 30,000 + GST
Important modules include
·         spray painting on all types of surfaces as per requirement, Ornamental designs on finished masonry, surfaces using texture paints and stencil painting technique, Preparatory works prior to painting and decorating on finished masonry surface, Decorative paint finishes using faux painting, Work culture to develop team spirit, planning for desired outcomes and working according to personal health, safety and environment protocol at construction site
 
2.    Advanced Certificate programme in Bar-bending and Steel fixing
This job role performs cutting, bending and fabrication of reinforcement steel as per drawing. Bar bender & Steel Fixer is responsible for marking, cutting and bending of rebars using hand or power tools effectively, fabricating, placing and fixing reinforcement at the desired location using correct ties within specified time and tolerance. The individual should have good knowledge of safe work practices and handling of rebars properly.
Minimum educational qualification: Matriculate.
Experience: Experience in bar bending is desirable but not mandatory.
Course duration:3 months
Course fee: Rs 20,000 + GST
·         Course modules include reading and understanding routine drawings / sketches and Bar Bending Schedule, Using hand and power tools for cutting and bending of reinforcement, Prepare, fabricate, place and fixing reinforcement for RCC structures, Work culture to develop team spirit,planning for desired outcomes and working according to personal health, safety and environment protocol at construction site
 
3.    Advanced Certificate in Housekeeping
The Housekeeping Attendant is responsible for manually cleaning the property’s floors, vertical surfaces, furniture and fixtures.
Minimum educational qualification: Matriculate.
Experience: Experience in housekeeping is desirable but not mandatory.
Course duration:3 months
Course fee: Rs 20,000 + GST
Course modules include Preparing for manual housekeeping, cleaning floor, wash and rest rooms, furniture and surfaces, procure and disposal of wastes, Clean pantry and canteen area, Report, record and prepare documentation, Communicate with customer and colleagues, Maintain standard of etiquette and hospitable conduct, Follow gender and age sensitive service practices and maintain health, safety and hygiene at work places.
Supervisory level courses
Advanced Certificate programme in Plumbing engineering
 
A Plumbing engineer is responsible for supervising, coordinating and scheduling the activities of plumbers and other staffs.
Minimum educational qualification: Diploma/ITI.
Experience: Minimum 3 years of experience in plumbingdesirable but not mandatory.

1.PG Diploma in Urban Planning and Architecture
PGD in Urban Planning is designed to prepare students in the skills of analysing the physical, social, cultural, economic and ecological dimensions of urban settlements, comprehending their problems, and evolving measures to address the issues and emerging challenges in a planned manner.
Along with a group of core courses common to all planning programmes, specializations are built around courses such as city and Metropolitan Planning, Infrastructure Planning, Environment, Development and Disaster Management, Heritage Conservation, Urban Development Management, Project Planning. The programme focuses on various forms of planning processes and exposes the students to new techniques such as project planning and GIS.

Post Graduate Diploma in Advanced Construction Management builds upon the concepts and methodologies of management, engineering, architecture, law, information technology, social and behavioural sciences and combines theory with practical experience and research work. This programme has been designed to suit the needs of students from India and other Asian countries. The programme is structured to prepare Engineering graduates for undertaking professional responsibilities demanding high proficiency in skills of application of latest technology, people management, project finance, international markets -all with a special reference to infrastructure development and real estate projects. 3. Graduateship programme for Engineering graduates
Recent studies by NASSCOM and ASSOCHAM reveals that the employability among engineering graduates are only 17 percent. Taking in to account the need for increasing employability, IIIC is planning to launch three months internship cum graduateship programmme for engineering graduates. The programme will be implemented with the support from premier institutions within the country and abroad including appropriate industries. Students will get on job training, placement support and options for higher education including study abroad programmmes.
The primary goal of the Internship Program is to allow civil engineering graduates to incorporate and emphasize the lessons learned in the classroom into a real-world experience set in a professional practice-oriented environment. In addition to offering students the opportunity to demonstrate and develop their technical skills, participation in the program allows students to develop professional skills such as teamwork, effective communication, social interaction and professional networking, an understanding of business procedures, leadership, and critical thinking.
The programme will give the students practical exposure to all major aspects of civil engineering including land surveying, estimation, bar bending, plumbing, electrical works, welding etc. The students will have the opportunity to visit reputed educational institutes and interact with industry leaders within India.
