Kerala’s Tier-2 &3 cities exhibit spectacular employment opportunities in Engineering, IT, ITeS, Biotechnology, Pharmaceutical industry, Entrepreneurship, Education, Healthcare, Hospitality, FMCG, Retail industry, Agribusiness and Food processing sectors in the coming years. Education should focus on expansion, equity, excellence and employability. Education sector had witnessed sustained expansion. From 1947 the literacy in the country has grown from 17 percent to 74 percent; Women literacy from 8.9 percent to 65.5 percent. The number of students pursuing higher education increased from 4 lakh to two Crore. Number of Universities from 30 to 648 and number of colleges from 700 to 35000. With opportunities transcending barriers of caste, religion, gender, ethnic divisions and distance, education sector has achieved equity in some measure. But the country requires more educational institutions of excellence. Best educational institutions are islands of excellence in a sea of mediocrity.

Employers complain that graduates produced by some of our educational institutions are unemployable. A few top companies hold long training programmes for recruits to make up for the deficiency they have had through poor education in colleges. Knowledge of English was a passport to economic, social and educational advancement. If students do not learn English they will have a real disadvantage in future. Moreover NASSCOM studies reveal that only one in four joining the labour force was employable.

90 percent of IT export from India emanate from units located in Tier-1 cities of Delhi, Mumbai, Bangalore, Chennai, Hyderabad, Pune and Kolkata.50 plus Tier-2 and Tier-3 cities account only for less than 10 percent of IT output in India. Next phase of IT growth will be IP based and nonlinear in the Tier-2 and Tier-3 cities. Kerala has 400 IT companies in the Tier-2 and 3 cities. Revival of Software technology parks in India in these cities in India and restoration of STPI (Software Technology Parks of India) scheme will enable growth and development in rural areas. Total e literacy campaign will reduce the digital divide and help common man to participate in the exchange of ideas enabled by social media in the country.ICT tools will contribute to the improvement in the living standards of the under privileged. It will equip the youth to make use of productive employment opportunities and build social capital through sharing of success stories in decentralized governance, better service delivery, education, financial inclusion and e commerce.
